Canada’s housing challenge is not just about policy or zoning reform. It is fundamentally a delivery problem. In this month’s RESCON article, Arash Shahi argues that while initiatives like the federal Build Canada Homes program signal progress, real impact will come from shifting housing policy toward repeatable delivery systems that bring predictability to costs, timelines, and approvals.

Missing Middle housing, such as duplexes, fourplexes, and small walk-up buildings, is well suited to this approach because these forms rely on standardized designs, repeated building types, and predictable servicing conditions. But making this model work at scale requires better land intelligence to identify viable sites early, reduce development risk, and help governments and builders move from policy announcements to a consistent pipeline of housing production.
